From my understanding, these are the standard editing/options buttons in Canvas and thus cannot be removed unfortunately. The title shouldn't wrap as much when students view this as these buttons will not be present in their view (you could test this in student view).

It would appear that there is a new interface for speedgrader and the rubric is now defaulted on, rather than having the tab with the option to use the rubric.
