My course is not weighted, rather its set as a 1000 point grading scheme. As an instructor, how do I preset this in Canvas?

There is no "pre-setting." You're just going to add graded assignments (e.g. assignments, quizzes, and graded discussions) until you hit 1,000 points. That's it.
