I know how to import a SCORM package into a Canvas course but what if a person loses their source course and only has the SCORM package thats in the Canvas course. Is ther a way to download it from Canvas?

You can't download those packages as they are hosted externally. You might want to contact your CSM to see if they can assist you with this.
I don't know if this applies to all SCORM packages, but when we had a similar issue we were told to check the course files to see if we could find it there. We got lucky and found the folder that was the extracted form of the SCORM package. Once we downloaded the folder, we were able to use it to import as a new SCORM assignment.
