[a11y] JAWS screen reader not working on font sizes and block formatting

Description of Issue:

The JAWS screen reader doesn’t say anything for the font sizes dropdown or the block formatting dropdown in the RCE

Expected Behavior:

Screenreader should list off options in the dropdown

Actual Behavior:

Screenreader stays silent.

Steps to Reproduce:

Have JAWS setup on Windows
Go to any RCE
Go to the font size dropdown
Attempt to go through the list of items
Go to the block formatting dropdown
Attempt to go through the list of items
Note that the items are not read
