We use a custom course role (Course Coordinator) based on Teacher with the same permissions to allow department admins to standardize content in different instructors' courses. We do not separate courses into different subaccounts based on department so we cannot use an account role for this. The role has been in place for 5+ years and moving modules was never an issue for these users until recently. Teachers are not encountering the issue.
When they try to move a module using either method here: How do I move or reorder a module? it does not work.
Using the Move Module function in the options menu results in a 403 error:
Modules can be dragged and dropped, but the relocation doesn't stick. The module order does not stick and will revert when the page is refreshed.
