A user that is enrolled in a career course as an instructor can't accept the course and gets a spinner when logging in

Summary:

When a user is created in a career account, is enrolled as an instructor in a course, and logs in, the user receives a never ending spinner. The user does not get the request to accept the course and stays pending in the course.

Expected Behavior:

Either the user is auto-accepted into the course, or the user receives a request to accept the course.
