Moderated Grading's Release Grades yields 504 for Assignments with large amounts of student grades

Summary:

For assignments where large amounts of student grades (Tested 600+ only, may occur for less) are being released through Moderated Grading, the endpoint {{assignments/:assignment_id/provisional_grades/publish}} yields a 504. Users get a generic error in the UI.

Expected Behavior:

The grades should be released

Steps to Reproduce:

1. Create a course
2. Enroll 600+ students in it
3. Create an assignment which utilizes Moderated Grading
4. Grade the submissions
   1. A script making use of SpeedGrader hotkeys might be the best solution for this
5. Attempt to release the grades
