I did see someone else confirm they saw the message when they had enabled the "IgniteAI Grading Assistance" feature option in their course (which may not be something that any user can do, depending on school/institution settings). I don't have that option enabled, so I can't confirm this personally.
With that said, I'd guess this message might be coming from Instructure as a way to to try to provide guidance to faculty around using these newer IgniteAI features if they enable them. Perhaps someone form Instructure will eventually be able to confirm this officially at some point here.
I will say that if these messages are coming from Instructure, I personally feel like admins should have an option to disable them (similar to disabling the new user tutorials) or at least modify the language to match school/institution guidance and advice.

I reported this to Canvas Support and they seemed unaware this message was something that was being placed in courses. Asked for all types of information to try and replicate the message appearing… I asked for the ticket to be escalated where they confirmed the message was something Instructure placed in the courses but didn't tell me how to disable it or even why it was automatically enabled to begin with. Still open with L2 support.
I agree with @Chris that we should be able to determine whether or not this messaging appears, and if it does, what it says. This was more disruptive to us than helpful. We don't even have the AI grading assistance features turned on. We do have discussion insights on. After June 30 anyways, it matters what level of Canvas you're on too, which determines what tools are even available. So why do this now?
