Why is this user unable to purchase seats for others?

I am an admin and it appears to work for me, but this is a screenshot from a non-admin user trying to enrol other users.
The buttons become inactive for them.

1. They are logged in while trying to purchase seats

2. I have checked that purchasing seats has been enabled for both levels of Primary Catalogue and Sub Catalog.

3. There is a seat limit but there is plenty available.

I'm not sure what I am missing and would appreciate any help!

What you're seeing is expected behavior. When a listing is free and has an enrollment cap, non-admin users are limited to claiming one seat for themselves and cannot purchase or reserve seats for others. This restriction was intentionally implemented to prevent abuse of free enrollments, such as users claiming large numbers of free seats and distributing or reselling invitations.

As a result, the "Purchase Seats for Others" option is disabled for these users, even when:

• They are logged in
• Bulk purchasing is enabled at the Catalog and Subcatalog levels
• Seats are still available under the enrollment cap

Additional information is available directly in the Catalog UI through the "How enrollment works for cart items?" link shown on the checkout page, which explains the enrollment behavior for these scenarios.

If the listing is converted to a paid offering, bulk seat purchases for others will be available again, subject to your Catalog configuration.
