Updated outcomes (via CSV) don't always get updated in used rubrics

I am the Canvas administrator at my school. We imported a large number of outcomes into Canvas via CSV. After two years, those outcomes have now been updated— not all of them, but here and there. I updated everything in the existing CSV file, since the numbers assigned to the outcomes remain the same. I re-imported that CSV file into the Canvas beta. The outcomes are still there, and they have been updated. But... many teachers had already created numerous rubrics containing outcomes. I thought the rubrics would be updated automatically. Strangely enough, that sometimes happens and sometimes doesn’t. An updated outcome remains unupdated in a rubric in Course A, while that same outcome is sometimes updated in a rubric in Course B. Does anyone know why that is? Why do rubrics sometimes update and sometimes not?

This has frustrated me for years, particularly because there is no way to unpublish or hide outcomes that have been deprecated.  Here at IU, we add a DoNotUse prefix to the beginning of deprecated outcomes, which usually prevents instructors from adding then to a rubric.  The problem is with copying or importing rubrics alreadt attached to outcomes.  They keep their old names, so instructors do not see the DoNotUse prefix.  The new name does appear  in the Outcome "pill" and modal that appears when you click on it, but the old name is what appears in bold.

I just submitted contributions related to deprecating outcomes and syncing name changes with rubrics.  You might want to do the same.

Have you looked into whether these rubrics have been used for scoring or not?  My initial guess would be rubrics that have not been associated with assessment scores would update, while those that have been scored would remain as-is.
