All file types in Global Announcements are unavailable to non-Account Admin users

This behavior has been resolved and deployed to the production environment as of 5/20/26.

Summary:

When non-Account Admin users preview Global announcements from their dashboard any images, media files or document files will not be accessible.

Expected Behavior:

Images, media and document files added into the Global announcements should not be broken.

Steps to Reproduce:

Prerequisites: Add Global announcements with an embedded image, a document file a media file and have at least a student or Teacher in the account.

Act as the user once the Global announcement has been created.
Note that once you land at the dashboard, the Global announcement with images appearing as broken, the media files show as Access Denied and the document file gives a Failed getting file contents (403 error in console)
