Students/sections just assigned an item in Module Assign To don't show in speedgrader

This behavior has been resolved and deployed to the production environment as of 6/17/26.

Summary:

If a graded item has an override that is assigned just from the Module Assign To (example: section A assigned in assignment override, section B assigned in Module Assign to), the students in that section will not show in the speedgrader.

Expected Behavior:

Students in the sections that were just assigned from the Module Assign To should show in the speedgrader.

Steps to Reproduce:

Prerequisites: Published course with active students in 2 sections

1. Create an assignment, assign to section 1, publish.
2. Add assignment to a module, assign the module to section 2, publish.
3. Submit to the assignment as a student in both sections.
   1. 2 students, one from each section, not a single student in both sections
4. Open speedgrader, switch to section 2, see the indication that it couldn't find students in that section.
