I'm a total newbie for a small, education non-profit. I'm trying to add people so that they can start designing courses. I've added a new person for 'all roles' but they can't create a course. What am I missing?

I'm not sure what you mean by "all roles". I'm not familiar with a way that someone could be enrolled in a course with "all roles" unless if your school's Canvas administrator made a custom role called "all roles". The "all roles" option you see isn't something that comes "out of the box" with Canvas. Can you please provide some more details about this? Thanks!
