Outcomes showing in one term but not showing in another term

We have built Outcomes at a subaccount level and the instructors are going to be adding them to the rubrics they build in the course. They appear in the Summer Term when you click Find Outcomes, but do not appear in the most recent semester about to start in the Fall. It's happening in to multiple people.

Strange twist, it works in Beta but not in Prod.

Is there a reason why Outcomes would not persist from semester to semester?

Solution found! You need to pull the Outcomes into the course using the Outcomes link before they will show for the Rubrics.

That actually makes sense in a way. I will make that first step clear to my instructors.
