Import Question Bank to Admin Question Bank (ADMIN LEVEL)

I am trying to import a QTI zip file into the Admin Question Bank, however I can only do this at the course level. I have tried searching the guides and forums for an answer with no luck. Has anyone found a workaround or solution to this?

Thanks for posting about this in the Canvas Community! 

I was able to confirm that you cannot import QTI zip files into the question bank at the Admin level for Classic quizzes 

However, THIS is possible if you intend to use the New Quizzes engine.
