In the course I am about to teach, I would like to limit access to graded quizzes until students successful earn a high enough score on a pre-quiz. Is this possible to do?

Yes, you can do this if you are using Modules. You can use prerequisites and/or requirements in order to control how and when your students proceed through the work.

One of the options when setting Module requirements is "Students must move through requirements in sequential order."
One of the options for a Quiz (or Assignment) is "score at least."
You should be able to use these options together in order to require students to earn a certain score on the first quiz (or assignment) before proceeding to the next quiz. Be sure to allow multiple submissions for the pre-quiz/assignment so that students can keep trying until they get a high enough score.
