This will depend on the assignment settings. Can you provide a screenshot of the assignment and its settings? It would be best if you looked at the assignment via a browser. Once we see the settings information we can better answer your question.
As long as the settings are not limited to one URL submission or file upload you should be able to submit both types but again it will depend on the settings the creator has chosen.
