How does a student who has completed a Catalog course take it again?

We have a compliance type Catalog course that students need to take every year.  The course is set up to allow 60 days to complete it.  A student just tried to re-enroll and ran into problems.  When she clicked on Enroll, she got an error message saying that she is already enrolled.  Is it possible for users to re-enroll in the same continuous enrollment Catalog course?

We plan on creating new Catalog listings each year for our compliance type training that will then link to a new version of the Canvas content.
