We would like if if the Studio Videos default to have Comments section OFF instead of ON so we don't have to turn them off for each one. Is this a universal setting we can turn on at the admin level

There are Permission settings that can be configured by your Canvas admin that are specific to Studio, but there's nothing I am aware of related to the default for comments. These two Guides describe how to access the permissions screen specifically for Studio:
I know there is also a "Comments" option as part of the Studio player interface once you embed the Studio video onto a page in your course. If you click on the cog wheel icon at the bottom right corner of the video while the video is playing, there is an option to toggle the "Comments" on/off. This toggle switch appears to be for toggling the comments that students have already added below the video if you have media comments enabled initially for the video (so that it shows or doesn't show a little dot on the video timeline of where a comment was added).
Sorry I don't have better news for you, but I hope this helps to answer your question.
This setting defaulting on is causing issues in discussions where students add videos within their posts. The peers are actually replying within the Canvas comment area, rather than replying to the discussion using a reply post option. This makes it very difficult for grading as replies do not show up in the Speedgrader area in those cases.
We, too, would like the option to turn this off as the default.
